Why did Joe Biden wage a war against Judge J. Brown's opportunity to sit on the Supreme Court?

I became interested in Judge Janice Rogers Brown after hearing her name mentioned in the confirmation hearings of Judge Ketanji Brown Jackson. I was amazed by Judge Brown's story and the person who fought, most vigorously, against her appointment to the Supreme Court and the U.S. Court of Appeals for The District of Columbia. Biden's battle is meaningful because the U.S. District Court Circuit is a route into the Supreme Court. Then, Senator Joe Biden was her biggest opponent! Biden's war against Judge Janice Rogers Brown was the first in American history to stop a President from appointing their choice to the Supreme Court.
